International Fuel Tax Agreement (IFTA)

What is IFTA? The International Fuel Tax Agreement (IFTA) simplifies fuel tax reporting for interstate carriers. Instead of filing fuel taxes in every state you travel through, IFTA lets you file one quarterly report through your base jurisdiction (Arizona) covering all member states and provinces.

An IFTA license comes with:

  • Decals for each qualified vehicle
  • Authorization to travel in all member jurisdictions without buying separate permits

This reduces paperwork, standardizes reporting, and lowers audit costs.

Who Needs an IFTA License? You must register for IFTA if your vehicles:

  • Travel in more than one jurisdiction, and
  • Are designed or maintained to transport people or property, and
  • Meet any of these:
    • Two axles and GVWR over 26,000 lbs
    • Three or more axles (any weight)
    • Combination vehicles over 26,000 lbs

Gather and Complete Required Documents:

  5. IFTA Surety Bond form 96-0224 & Surety Bond Companies POA (when applicable) IFTA Bond
  6. IFTA Cash Bond form 96-0460 (when applicable) IFTA Cash Bond
  7. Proof of Established Place of Business or Proof of Established Place of Residence. The applicant must demonstrate to the satisfaction of Arizona at least one of the following for Proof of Established Place of Business and three of the following for Established Proof of Residence:

Primary List

    • Real-estate ownership document
    • Real-estate lease agreement (cannot be a short term lease, must include dates for the length of the registration)
    • Rent or mortgage payment receipt
    • Current Utility bill
    • Current Arizona driver license (if applicant is an individual)
    • Paid personal income taxes to Arizona
    • Paid real estate or personal property taxes to Arizona
    • Copy of the Filed Federal Income Tax return
    • Other factors with clear evidence of the Applicant’s legal Business or Residence address

    • Article of Incorporation in an Active Status, principal owner listed is a resident of AZ
    • A vehicle title in AZ in the Business Name or principal owner name with residence address
How to Renew Your IFTA License

IFTA licenses must be renewed annually before December 31 to remain valid. The Arizona Trucking Association (ATA) Motor Vehicle Services (MVS) team are experts in IFTA processing and will handle your renewal from start to finish, ensuring accuracy and compliance with Arizona and all member jurisdictions.

Step-by-Step IFTA Renewal Process

1. Complete Your IFTA Renewal Application

Provide one of the following:

    • IFTA Renewal Notice or IFTA Renewal Application (Form 96-0424)

ATA MVS will review your application to ensure all information is accurate.

2. Submit Required Core Documents

The following documents are required for all renewals:

    • Record Keeping Agreement (Form 96-0537)
    • Power of Attorney (Form 96-0441) (original or certified copy, when applicable)

3. Determine If Changes Have Occurred

Inform ATA MVS if there have been any updates to your account, such as:

    • Adding or removing vehicles
    • Address changes
    • Lease agreements

4. Provide Additional Documents (If Applicable)

If changes have occurred, you may also need:

    • IFTA Lease Agreement (if applicable)
    • Copy of current registration for any newly added vehicles requiring IFTA decals
    • Address verification for business location changes (see acceptable documentation requirements)

 Step 5: Review & Submit with ATA MVS

ATA MVS will:

    • Review all documents for accuracy
    • Ensure compliance with state requirements
    • Submit your renewal on your behalf

 Step 6: Payment & Processing

ATA MVS will calculate any applicable fees and complete processing. Their team ensures your renewal is handled efficiently to avoid delays or penalties.

Quarterly IFTA Fuel Tax Reporting

An IFTA licensee must file an IFTA Use Fuel Tax Report quarterly. This report details jurisdictional miles traveled and motor fuel purchased in each jurisdiction for the quarter. A quarterly filing is required even if the licensee had no miles traveled for the quarter.


Quarterly Report Due Dates:

  • January–March – Due April 30th
  • April–June – Due July 31st
  • July–September – Due October 31st
  • October–December – Due January 31st

The carrier may file their quarterly IFTA fuel taxes through AZ MVD Now.
